  • WARCRY is a program, in collaboration with Tesseract, that expedites Airmen ideas to market through collaboration between Airmen, Tesseract, and Bunker. The objective of WARCRY is to provide a means for AF end-users to develop their ideas/concepts and turn them into functional products available through an online marketplace, where the Air Force can purchase operational solutions.   • WARCRY uses a Bunker Indefinite Delivery Indefinite Quantity (IDIQ) Phase III SBIR award vehicle to enable collaboration between the DoD and Bunker. All forms of funding may be used under this IDIQ. The pricing spreadsheet consists of pre-negotiated pricing for each task, and is tiered into complexity of Small, Medium, and Large.   • Expect a high degree of communication and collaboration with Bunker throughout the project. A number of deliverables will be provided throughout the duration of the project such as a Work Plan Definition (WPD) outlining timing and milestones, a Product Requirements Document (PRD) detailing key functionality, usability, and other important product features, a series of Prototypes accompanied by Test & Evaluation (T&E) Reports, and production-equivalent samples. The final product can then be purchased via Government Purchase Card (GPC or P-Card) or Task Order through an online marketplace. More questions on deliverables and what to expect?   • Traditionally, SBIR topics are developed internally within the DoD and are solicited to industry for proposals. Proposals are submitted from industry, and Phase I winners are selected with the potential to transition to Phase II (and beyond). Normally, the process from idea generation to TRL 5/6 prototype in a Phase II can take up to 3 years (or more)! WARCRY focuses on rapid innovation, where ideas are developed and fielded within months, not years. The competition requirement for WARCRY has already been completed — breaking down acquisition barriers and creating a seamless process from idea input to project kick off.

  • Yes! WARCRY is open for collaboration across all branches and agencies. It is a DoD-wide accessible program.
